A grants programme is only as good as its design and administration. Poorly designed programmes attract the wrong applicants, generate disproportionate administrative burden, and fail to achieve the policy intent they were meant to serve. Getting the design right from the start — and administering consistently — determines whether the programme delivers value.

Grants programme design

We work with programme owners to design grants initiatives that are aligned to policy intent, appropriately targeted at eligible recipients, and administrable within the resources available. Good design covers the eligibility criteria, assessment methodology, funding terms and conditions, accountability and acquittal requirements, and the evaluation framework that will determine whether the programme achieved its purpose. We ensure programmes are designed to meet the Commonwealth Grants Rules and Guidelines or their state equivalents.

Programme establishment and systems

Establishing a new grants programme requires more than developing guidelines and opening applications. It requires a functioning administration system, trained staff, a compliant assessment process, and governance arrangements that will hold up to scrutiny. We support organisations through this establishment phase — developing the operational procedures, templates, and systems that make programmes work in practice.

Where existing systems are used, we help clients configure and adapt them for the specific requirements of their programme. Where new systems are needed, we provide requirements development and system selection support.

Ongoing programme management and evaluation

We provide operational support for ongoing grants programmes — managing application rounds, coordinating assessment panels, supporting recipient management, and administering acquittal processes. We also design and conduct programme evaluations that assess impact against the original policy intent, providing the evidence base for programme continuation, modification, or closure decisions.
