Poor cost estimation is one of the most common causes of programme failure. Budgets that were never realistic, risks that were never properly quantified, or assumptions that were never tested — these problems compound over time into crises that could have been avoided. Good costing work at the right stage changes the outcome.

Programme and project cost estimation

We develop detailed, evidence-based cost estimates for programmes and projects at all stages — from early concept through to full project definition. Our estimates are structured to reflect the specific risk and uncertainty profile of each programme, with clear documentation of assumptions, data sources, and sensitivity ranges. We work to the standards expected by Commonwealth and state government frameworks, including the Department of Finance’s investment oversight requirements.

Whole-of-life and through-life cost modelling

Major capital investments — particularly in defence, infrastructure, and ICT — require cost analysis that extends well beyond the initial acquisition. Whole-of-life costing captures the full cost of ownership: acquisition, operation, maintenance, personnel, and eventual disposal.

We build cost models that are transparent, auditable, and designed to be maintained and updated as the programme progresses and more data becomes available. These models become a lasting asset for the programme team, not a document that is filed away after the investment decision is made.

Costing review and assurance

We provide independent assurance reviews of cost estimates prepared by other parties — project teams, contractors, or other consultants. Our reviews assess the adequacy of the estimation methodology, the robustness of the underlying assumptions, the completeness of scope coverage, and the appropriateness of contingency and risk provisions. These reviews are designed to support governance decisions and to identify issues before they become programme problems.
